一、概述:
近年来,随着改革开放和“科教兴国”方略的实施,我国农村中小学所取得的成绩是众所周知,有目共睹的。特别是党的xxx以后,我国农村教育事业驶入了又好又快科学发展的健康轨道。目前,在我国农村普遍实施了根本意义上的九年义务教育免费机制,不仅巩固和加强了农村义务教育“普九”成果,同时还促进了社会主义新农村与和谐社会的创建进程。然而,由于受传统教育的束缚和影响,长期以来,我国农村教育结构单一,职业教育和成人教育薄弱,应试教育积重难返,一些地方往往把升学率作为评价教育工作近乎唯一的目标,致使农村教育与当地生产和群众生活脱节,忽略了学生创新意识和创新能力培养。长此以往,必将影响国民整体素质的提高。
农村中小学教育所存在的一系列问题逐步浮出水面,并且已经成为制约我国农村经济、社会发展的巨大障碍。为此,笔者对所在的滨州市滨城区堡集镇农村义务教育现状进行了较为深入的调查。
二、调查方式
我们选择了访谈和问卷相结合的调查方式。问卷式调查用于收集标准化的定量资料,访谈式调查用于收集非标准化的无结构的定性资料。通过调查,得到丰富的、个性化的信息。然后经过归纳、分析、综合、整理,得出带有规律性的结论。本次调查我们重点采用访谈法,正是想通过这种面对面的交谈的方式,探询我镇农村义务教育的现状,共谋改进我镇义务教育的大计。
在访谈人群选择上,我们依据典型性、广泛性原则,采取发散的方式,寻找可以影响到乡村义务教育的各大主体,分别和一部分学生、教师、家长等进行了访谈。
三、农村中小学教育现状及成因分析:
通过访谈和问卷调查,经过分析整理,我们概括出了我镇义务教育的现状如下:
现状一:教育经费严重短缺
农村中小学教育教学资源的严重短缺首先体现在教育经费的严重不足。最近几年,国家对教育的投入仅占GDP2%的比例。就这2%而言,绝大部分都投入到了高等教育和城市中小学教育中,等到本来就十分有限的经费到了区、县、镇一级教育行政部门手中,他们中的一些好大喜功者却充分利用这一经费,在城区大兴“示范校”、“窗口校”,不遗余力地标榜个人政绩。笔者在一篇教育调研报告中看到了一个仅有60万人口的小县,不顾百姓的反对,不惜斥资近亿元将原本就修建得相当不错的一所重点中学易地重建。这般层层卡扣,最后到达农村中小学尤其是义务教育学校的几乎是微乎其微。由于教育经费的严重短缺,加之某些教育官员的政绩膨胀,农村中小学基础教育教学设施缺乏、落后,造成正常的教学活动无法开展,音体美劳等不少课程都因教学设施的缺乏而无法保证教学任务的完成,所谓现代化的教育设施也是绣花枕头,成了摆设。由于信息渠道不畅,能熟练或基本熟练使用电脑的不足半数,远程教育资源的共享成为了梦想。
现状二:师资力量薄弱
笔者所处的乡镇,六处完全小学中,除了中心小学师资力量相对较为雄厚一点外,其他小学,没有几个是个正规中等师范学校毕业的,几乎是清一色的“民转公”。他们中只有极少数受过专业培训,大部分是凭借自己日积月累的教学经验开展工作的,相当一部分教师教法陈旧、观念落后。教师队伍整体存在着年龄偏大、知识结构老化、知识面窄的问题。通过查阅所在乡镇的教师档案资料,发现全镇中小学教师平均年龄47岁,其中,50岁以上占。不仅年龄老化,而且学历偏低,知识结构老化,教育观念落后,教学方法陈旧。六处小学中,市、区级学科带头人、教学能手几乎为零;初中学校,稍有改观。面对新形势下的素质教育,面对改革后的义务教育新课程,他们往往显得力不从心。试想,这样一支队伍担负着我镇中小学教育教学、人才培养和教育改革的繁重而艰巨的任务,谈何容易?
造成农村中小学师资力量薄弱的原因是多方面的,最主要的原因是受经济发展水平和事业人员编制的制约,难以注入“新鲜血液”,使得一些学校不得不临时招聘代课教师,以解燃眉之急。
现状三:应试色彩浓郁,师生不堪重负。
“考、考、考教师的法宝,分、分、分学生的命根”。数十年来,农村中小学教师一直无法走出这一应试教育的怪圈,究其原因是一些区、县、镇级教育行政管理部门在学年末,拿中考升学率、非毕业班优秀率、合格率,统一排位,排位的名次、学生成绩的好坏,直接关系到老师的晋级加薪。于是乎老师们也顾不了“千呼万唤始出来的素质教育”,一味汗水加时间,有道是:“不管黑猫白猫,考得高分就是好猫”。笔者所在地是一处偏僻的农村小镇,老师们早晨5:30天蒙蒙亮,就要早起跟班辅导,晚上初中部的老师还要辅导到9:30。一天下来,师生心力交瘁,苦不堪言。
现状四:德育教育令人堪忧。

一、调查的目的、意义以及调查方法
全面推行新课程改革和教学改革,于是出现了很多问题。老师不愿意改变他们已有的教学模式,教学方法。本次调查采用采访法。通过采访,了解了农村教师、学生和家长对教育的看法及其总体教育状况。
1、教学问题
在我们农村,九年义务教育已无法满足绝大多数家长和学生对教育的要求,他们要求上高中、上大学。有的家长希望孩子拿到大学以上学历。在回答升高中的原因时,的学生选择是他们自己喜欢读书,而选择是家长要求的仅为。由此看来,教育已经受到了家长和学生的普遍重视。孩子们是渴望拥有知识的,知识可以让他们开拓视野,知识可以让他们进一步的高升,知识可以让他们增长见识。当然,农村也是需要人才和技术的。没有技术,人才也是普通大众中的一员;没有人才,技术只能等待有人来驾驽。从调查情况来看,农村小学教育存在着很多问题:教育经费短缺,以至于办学条件和办学效益差,教学设施简陋,教师队伍教法相对陈旧,严重影响着素质教育的实施;思想观念落后,教育价值趋向多元化、务实化、功利化,调查发现没有一个孩子表示将来会回到自己的家乡庙台来;教学内容和教学手段脱离农村实际,人才培养与农村经济和社会发展不相适应。
2、教师问题
在农村,教师的工作量很大,一些老师很不满;尽管近些年来大力倡导素质教育,积极推进实施着新课程改革,但是,当地老百姓认可的还是能真正改变孩子命运的考试分数,升学率也就关乎学校的生存问题,最近几年教育部门出于维护学生权益考虑,对老师限制很多,比如不准打骂学生,不准变相体罚学生,不准开除学生等。然而受社会这个大环境的影响,学生个性越来越强,但是纪律越来越差,暴力倾向突出,打架斗殴时有发生,教师对学生的组织与管理难度也越来越大。于是,老师感到有很大的压力。同时受社会不良风气的影响,学校和社会越来越关注学生在诸如被敲诈、勒索、恐吓等人身、精神方面被伤害的问题,这使得老师们经常提心吊胆。农村现有教师队伍中存在许多无心从教的现象,其表现形式主要有:
(1)跳槽:包括彻底调离教育系统或由村级学校向区、镇级学校转移。跳槽教师多为农村中的佼佼者,这部分人员的离去无疑会降低师资队伍的总体水平。
(2)厌教:部分学校常规工作管理落实不利,教师敬业精神缺乏、工作倦怠、责任心淡化,不愿钻研教材,对任何形式的教研活动丝毫不感兴趣。近年来各级政府及教育主管部门为了引进和稳定人才普遍重视了提高教师待遇,却往往放松了对教师的思想教育工作,对于不良倾向不大胆批评,造成教师为人师表意识淡薄、见异思迁。
另外,农村教师水平远远低于城区教师水平。虽说教师整体学历在提高,但大部分的学历是通过函授和自考取得的,正规的全日制本科大学生回来的还是比较少,反而外调城镇的几乎全是骨干教师,他们不愿意呆在农村,是农村的教学条件比较差;随着普及九年义务教育的不断深入,农村教师队伍的结构已由原来的公办、民办、代课教师变成了全部是公办教师,但是音乐、美术,微机等教师严重不足。就我们学校来说吧,几乎没有一个老师懂音乐,叫他们如何给学生传授这方面的知识呢?懂计算机的人更是没有;老师的年龄老龄化,学校中差不多都是临近退休的老师。
3、学生问题
通过和学生们的接触,结合自己的经历,我觉得制约农村小学生学习进步的主要因素是农村小学生学习易受外界因素的影响,需要不断督促才能认真学习。这方面的原因不能排除心理发展的因素,小学生的学习是无意识的,缺乏主动性,需要家长及其老师的监督指导才行。学生们将学习效果不理想主要归因于学习方法有待改进,老师教的不好,归于外界,没有考虑自身的因素。60%的农村学生一般都要承担部分家务劳动,这就难以保证他们拥有充足的学习时间。此外,农村基础教育条件较差、学习资源匮乏、教师的教育思想观念落后等问题也严重制约着农村学生的学习。
4、家长问题
在农村,家长一般考虑的是学生的学习成绩,能不能考上大学?对学生课外知识的了解极大的限制,大多数家长认为课外读物是闲书,废书,看那些书只会影响学生的学习,对学生的考试没有好处。还有大多数家长没有家教意识,他们认为教育就是在学校读书,学生有问题就是学校教育的问题,把自身置之于外;家长没有教育能力,绝大部分家长最多只是初中水平,而且又不是从事教育职业,就是他们重视家庭教育,其能力也是相当有限的;家庭影响大于学校,家长希望自己的孩子能考出去,不要像他们一样,面朝黄土背朝天,一人三曲的在地里刨食吃。但这些也许是条件、思想上的多种因素的影响吧。
二、解决农村小学教育问题的对策和建议
结合调查情况以及自己的想法,我认为,要解决农村教育问题,应该从以下几方面入手:
第一、改善教师待遇,改革教育系统的人事制度,营造一个合理的、高效的竞争环境,解决“教师行为滞后”问题。解决“教师行为滞后”问题的有效办法:提高教师的工资,为他们提供接受继续教育和进行终身学习的经济保障;改革教育系统的人事制度,保证教师考核的公开性、公正性、科学性,营造一个合理的、高效的竞争环境;提高继续教育和终身学习的质量,改变当前继续教育中的形式主义和低效局面。
第二、解除封闭传统体制,充分利用社会资源,。改革学校管理机制和教育教学方法,全面推进素质教育,努力提高教育教学质量。
第三、加强教育队伍建设,不断提高教师队伍的综合素质,不断充实教师队伍数量。吸引更多的具有专业知识的高学历高素质的教师,比如现在正在进行的特设岗位的教师到偏远地区支教。
目前,农村希望小学普遍存在经费不足问题,国家拨款只能满足维修校舍和购买必需的办公用品的基本需求,许多村不仅没钱添置现代化的教学设备,就连维持正常教学运转所需资金都缺乏。资金不足导致了硬件设备的匮乏,大部分村级小学存在用地狭窄,教室破旧,没有体育、音乐、美术教学设施,教师宿舍紧缺,厕所条件简陋等问题。大部分学校仍然是黄泥地,下雨后到处都是泥浆,学生活动和上厕所都很不安全。
农村小学师资匮乏的问题也相当严重,特别是30—50岁的中年骨干教师和音乐、体育、美术、英语学科专业教师极度紧缺。目前大多数乡村小学以20—30岁的年轻老师和50岁以上的老教师为教学主力军,但年轻教师经验不足,老教师知识结构老化与现代教学理念脱节,两者难以适应现代化的教学要求。
此外,缺少专业的音体美教师,大部分学校采取“复合型”的教学,即由一位教师同时担任几门课程教学,但一名教师将5门以上的课程全部以高质量教授是基本不可能的,且大部分老师只擅长语文或数学教学,学校的音体美课程形同虚设,教学质量大打折扣。既便如此,乡村小学还要面对优质师资的流失问题。目前农村学校的条件和待遇都无法留住优秀的教师,好老师都会争取调到县级以上的学校任教,越优秀的教师从村校流失的可能性越大。
学前教育和家庭教育的缺失问题也不容忽视。调查发现,大部分学校没有条件开设学前班,因而使得该校学生的学前教育处于真空状态,为以后的教学造成了很大困难,最终影响到学生的学习能力和素质的提高。而且当前农村外出务工人员达到80—90%,“留守儿童”多由爷爷奶奶照顾,他们都没有能力给予孩子学习上的辅导,对孩子也比较溺爱,无法与学校教育相互协调,为儿童营造一个良好的受教育环境,这给教师的教学工作带来很大的困难。
朔里农村小学教育的发展前景:充实义务教育。巩固“两基”成果,提高质量,在保持两基现有成果的基础上,全面提高教育质量,全面提高办学水平,形成完善的义务教育体系和制度,普及义务教育的成果得到进一步巩固和提高,人均受教育年限达到9年;发展学前教育。重视儿童早期教育,重点发展学前教育,使绝大部分乡村儿童都能接受多种形式的学前教育,为小学阶段的学习做好准备。
