10 月 25 日下午，国际奥委会、国际残奥委会、北京冬奥组委三方，共同发布了第一版《北京 2022 年冬奥会和冬残奥会防疫手册》（以下简称《防疫手册》）。
《防疫手册》分两本，一本适用于运动员和随队官员，另一本适用于所有其他利益相关方，将为他们前往和抵达*、参加冬奥会和冬残奥会、离开北京提供全面指导。
据介绍，《防疫手册》的制定主要考虑了六大原则：
一是简化办赛，最大限度减少非必要活动和环节，特别是压减人员规模；
二是坚持接种疫苗；
三是坚持闭环管理；
四是坚持有效处置，一旦发现疫情，科学精准及时处置；
五是坚持防控一体化，把冬奥会疫情防控全面融入主办城市疫情防控体系，确保赛事和城市安全；
六是坚持统筹兼顾，在严格落实疫情防控措施的同时，以运动员为中心，兼顾各方需求，提升参赛体验，创造良好条件。
《防疫手册》指出，北京冬奥会、冬残奥会参赛运动员 xxx 应接尽接 xxx 新冠疫苗。接种疫苗的运动员、少数通过医学豁免的运动员和随队官员，可在入境后直接进入闭环。
其他人员执行 xxx 二选一 xxx 政策：来华前 14 天完成全程疫苗接种者，入境后直接进入闭环管理；未接种或未完成全程接种的，入境后进行 21 天集中隔离观察。
《防疫手册》介绍，北京冬奥会、冬残奥会赛时将实行闭环管理政策，涵盖抵离、交通、住宿、餐饮、竞赛、开闭幕式等所有涉冬奥场所。
据介绍，所谓闭环，是根据入境人员赛时活动轨迹设计出来的空间，可能是场馆的某一部分，也可能是整个场馆，通过交通工具连接起来，形成一个封闭区域，与社会层面分开。
在闭环内，所有人员将只能在涉冬奥场所特定空间内活动，参加与本人训练、比赛、工作等有关活动。
但同时，各利益相关方在闭环内的必需的工作需求，都会得到满足，比如运动员参加训练比赛，媒体记者对赛事的采访等，都不受影响。
